    check a wine store—or wine stores in the town your in –or look upon internet

    Not really. Cheap wines don’t usualy improve over the years so it probably won’t have improved in flavor and certainly won’t have increased in value

    probably not, there is a good possibility the wine has gone off as black tower was not the best of wines to start with. how the wine was stored has a big part to play in its drinkability but the chances of it being drinkable are pretty low.
